SOLUTION: Before the start of reception, a duplicating means 112 previously prepares plural copies (2nd databases) of a 1st database 111. Then a reading means 102 reads out information described in a prescribed medium 101x and updates at least one 2nd database 103 out of plural ones with the read information. After the end of reception, a substitution means 112 substitutes the updated 2nd database (data consisting of current information) 103 for the 1st database 111 and manages the 2nd database 103.
