PROBLEM TO BE SOLVED: To attain increase in the number of interchange circuits between a base station and a mobile station while making satisfactory the efficiency and product cost of slot exchange. SOLUTION: This device has a down (up) reception part 51 (71) for receiving a reception slot in down (up) frame data propagated in the order of reception slot and transmission slot in each prescribed cycle, down (up) I data decoding part 54 (75) for successively decoding the propagation data for each slot composing of the reception slot, down (up) 4 time slot exchange part 56 (76) for exchanging the I data contained for each slot in any arbitrary reception slot to an I transmission slot related to this arbitrary reception slot when the I data are decoded, and down (up) transmission part 62 for transmitting this exchanged transmission slot at the transmission timing related to the transmission slot following the reception slot next to the arbitrary reception slot.
