PROBLEM TO BE SOLVED: To provide a system for reporting of and recording emergency information with possibility to provide the image of a job site while eliminating necessity for a sufferer or reporter to report a center of an emergency state to run to an emergency reporting button when the said emergency state occurs in a monitoring zone. SOLUTION: In the monitoring zone, a receiving means 2 is provided for receiving a dial signal radio wave transmitted from a portable telephone set and outputting it to a control unit 1, and the control unit 1 is constituted so as to post of the occurrence of the emergency state based on any arbitrary dial button provided on the portable telephone set is pressed within prescribed times and the dial signal radio wave is sent out by fetching the signal from the receiving means 2, to report a center 8 of the occurrence of the emergency state and to stop recording a video signal outputted from a camera 6 onto a storage medium 4 at prescribed time.
