PROBLEM TO BE SOLVED: To generate key information which is to be confidential for safely transferring it to the other computer with respect to a prescribed computer by providing a means generating key information which is to be confidential and a means for ciphering/outputting information with a ciphering key. SOLUTION: When an arbitrary terminal arbitrarily decides a data ciphering key KS and is to share it with a user A using a host system 115, an open key HP1 is used, RSAHP1 (KS) is calculated and is transmitted to the user A of the host system 115. When the user A receives RSAHP1 (KS), he makes accesses a memory 125 and obtains RSAHPM (HS1). Then, EKM (KS) can be obtained in a host main body 116 with the processing of a password machine 119, and the data ciphering key KS can be shared with the terminal. In such a case, since a user B has no access right for the memory 125 and he is unable to obtain RSAHPM (HS1) consequently EKM (KS) cannot be obtained.
