PROBLEM TO BE SOLVED: To perform collation confirmation of whether or not an actor is a person himself who is registered in advance in vote in an election, goods purchase by using a card or the like without requiring an advanced technique or experience in a short time. SOLUTION: In a method in which data intrinsic to plural individuals are registered in a register storage discrimination device in advance and which collates and confirms whether an actor is an registered individual himself or not, the individual concerned is subjected to primary discrimination collation by a register storage discrimination device 3 from a card 1 from the actor and, at the same time, an inputted handwritten birthday of the actor is compared and collated to the individual's handwritten birthday which is stored beforehand and is subjected to primary discrimination collation according to fuzzy inference, by a fuzzy inference discrimination device 7. Also, comparison collation is performed according to the fuzzy inference while using the actor's handwritten name and address at need and confirmation of the registered individual himself is performed.
