PROBLEM TO BE SOLVED: To provide an efficient resorce initialization (release) method for a service control station where a processor configuration of a distributed processing service control station is hidden for an exchange. SOLUTION: In the case that an exchange 300 cannot continue processing of a specific network call, the exchange 300 transmits an initialization request signal with respect to an interaction corresponding to a call to be initialized with an interactive ID and a processor ID added thereto to a service control station 100. A communication control processor 201 selects any service control processor 202 among pluralities of processors. Upon the receipt of the initialization request signal, the control station 100 extracts a managed resource 210 and returns a response signal as the result of initializing to the communication control processor 201. The processor returns the response signal with respect to the request signal to the exchange 300.
