摘要 PROBLEM TO BE SOLVED: To simplify the low resolution video decoding system picture-in-picture PIP or the like and to provide it at a low cost by expanding a compression pixel block and obtaining and formatting pixel data for indicating pixels for constituting the partial set of the pixels. SOLUTION: For encoded HDMPEG data, a VLD100 inputs only the encoded information for which a quantization DCT coefficient is a small number to a PIP decoding means 102. An RLD200 outputs six DCT coefficients for each 8×8 encoded blocks, an inverse quantization operation and saturation are performed in an IQ202 and an integrated IDCT, filtering and pixel decimation processing means 204 decimates the code values of inverse quantization DCT coefficients included in the respective blocks, converts them to a small pixel block and stores them in a memory 206. Each corresponding block output of decimated pictures is added to movement compensation prediction block output from an MCU processing means 208 and stored in the memory 206 and then, scaling is performed in a sample rate converter 210.
