PROBLEM TO BE SOLVED: To reduce the oil attack noise caused by rapid hydraulic pressure fluctuation by acting a clearance between an outer peripheral part of a movable core moved toward a fixed core by current-carrying in a coil and an inner circumferential part of a sleeve as a resistance of an operating fluid led in the sleeve, and suppress movement of the moving core. SOLUTION: When current-carrying in a coil 3 is carried out, a magnetic passage is formed bypassing a sleeve 2, a yoke 4, a fixed core 5 and a moving core 6, and the moving core 6 is sucked and moved downward against a spring 9. When a valve element 6b abuts on a valve seat 8a, communication of first and second ports 2b, 8b is broken. In the case where the moving core 6 is slid, an operating fluid formed on one end surface 6a side of the moving core 6 flows toward the other end surface 6b. In this time, an orifice action is generated between an outer peripheral part of the moving core 6 and an inner circumferential part of the sleeve 2 for connecting each terminal part of first and second grooves 6c, 6d, so as to suppress fluid motion of the operating fluid, and suppress rapid movement of the moving core 6.
