SOLUTION: In the case of work execution of a propulsion pipe, a ring shaped water expansion packing 14 is mounted on a packing seat of a precedence pipe, and a water expansion packing 5 is wound around an outer periphery of an insertion pipe 2, the pipe 2 is inserted in the precedence pipe, the ring shaped water expansion packing 14 is tightly compressed, and a propeller pipe is connected. The water expansion packing 5 mounted on an outer periphery of the insertion pipe 2 is formed in a flat plate shape, and the packing is wound around the insertion pipe 2. At the time of connection, water tightness is held by the ring shaped packing, water tightness is held by a cylindrical packing following with the progress of a time. It is thus possible to hold stable and ensure water stop function at all times.</p>
