PROBLEM TO BE SOLVED: To set designation units so that restriction does not affect the other unit even if the restriction exists in the setting of either one of the designation units by individually and irrelevantly setting the designation unit deciding the size and the designation unit deciding the position in the horizontal direction and the vertical direction of a valid area. SOLUTION: The number of each of picture elements with the maximum values A and B of the size in the horizontal direction and the vertical direction of a valid area, and the number of picture elements in the designation units C and D of the size and the designation units I and J of a position is set in the memory of a camera-side. An operation/controller acquires the respective values A-D, I and J from the camera-side and decides the sizes G and H in the valid area, which become integer-times as much as the designation units C and D and within the maximum values A and B. A controller-side decides positions E and F regardless of the designation units C and D based on the designation units I and J and sets them in the register of the camera. Thus, each of the designation units can freely be designed by finely setting the positions with I and J<C and D and setting C and D<I and J or irrelevantly.
