PROBLEM TO BE SOLVED: To provide open control system and method, capable of supporting plural signaling protocols inside a multiprocessor ATM switch. SOLUTION: This system is provided with a PHAI interface 101 for providing access to a line card resource and an SPAI interface 102 connected to a signaling protocol module and mounted with a controller function and the PHAI (101) and the SPAI (102) communicate with each other by using one or plural mechanisms, depending on a processing platform to be used. Thus, plural signaling protocols are supported inside the ATM switch, and an architecture which does not depend on the physical position of signaling protocol execution is provided.
