PROBLEM TO BE SOLVED: To quickly specify various patterns in a short time. SOLUTION: An inputting means 11 inputs an image, and an extracting means 12 extracts a feature image from the inputted image. Plural candidate images estimated as the feature image are decided, and a voting means 14 compares the first feature of each part of the feature image with the second feature of the part corresponding to the part of a candidate image including the part corresponding to the part stored in a contribution storing part 13 for every part of the extracted feature image, and votes contribution indicating certainty that the candidate image is the feature image for the candidate image corresponding to the second feature close to the first feature for each part of the feature image based on the compared result. A specifying means 15 specifies the candidate image corresponding to the feature image based on the contribution voted for the candidate image by the voting means 14 for specifying the pattern.
