PROBLEM TO BE SOLVED: To improve vulcanization resistance and oxidation resistance and improve reliability by providing a conductor such as a heating resistor or a circuit on a ceramic body, and using Ni for the main component of the metal lead of a device brazed with an electrode pad and the external metal lead for current-carrying to a dielectric substance, and using a material containing Mn at a specific ratio for the sub-component. SOLUTION: Ni is used for the main component of the metal lead 7 of a ceramic heater, and a metal material containing Mn 0.5-1.5 wt.% and Si 0.5 wt.% or below is used for the sub-component. A ceramic body 1 is constituted of a ceramic sheet 2 and a ceramic shaft 3, the ceramic sheet 2 is provided with a heating section 4 serving as a heating element A and an extraction section 5, and the ceramic sheet 2 is wound around the ceramic shaft 3 and baked. Nickel plating is applied on a metalized part taken to the outside via a through hole, and a metal lead 7 is connected to it by a brazing filler metal.
