PROBLEM TO BE SOLVED: To reduce the load on a network and server in the case of downloading data to a client machine by utilizing the variation of starting time (activating time) of respective client machines. SOLUTION: This data communication system has a CPU 101 for acquiring the passing time after the activation of the client machine (or the passing time from the activation of a download program), comparing the acquired passing time with starting time information stored in a RAM 103, accessing the destination described in the download destination designation information of the RAM 103 when they are matched with each other, and executing a program for downloading data to an external storage device 109 of a local machine.
