PROBLEM TO BE SOLVED: To achieve complete combustion of ordinary wastes and industrial wastes without producing toxic substances, by generating singlet oxygen with the excitement of oxygen from a triplet state to a singlet state, and introducing the singlet oxygen into a combustion chamber. SOLUTION: Outside air is taken from a fan 37 and introduced to a singlet oxygen generating device 12 through a regulator 13 for flow rate and pressure at an input side. It is favorable to make use of microwave discharge for the singlet oxygen generating device 12. For instance, after forming the singlet oxygen generator 12 with a hollow resonator having a heat resisting property and a pressure tightness, a rare gas or the like containing triplet oxygen is introduced, followed by applying an electric field of from several hundred of MHz to several tens of GHz by an alternating power supply 15. From an experimental view point, singlet oxygen in a vacuum is considered to maintain the exciting state for about 45 minutes. Accordingly, by rendering the pressure inside the hollow resonator lower than the atmospheric pressure, the life of the singlet oxygen can be maintained comparatively longer.
