PROBLEM TO BE SOLVED: To cope with even a special communication protocol which can not be coped with by an existing protocol controller while utilizing the existing protocol controller. SOLUTION: For a packet sent from a packet multiplexing part 12, a communication protocol is discriminated and it is transferred to a protocol controller 23 or a special protocol control part 25 corresponding to a discriminated result. The former generates the frame of HDLC corresponding to X. 25. After F and FCS fields are eliminated from the frame by an HDLS system controller 24, they are added to the frame again in the HDLC system controller 24 and the frame is transmitted to a packet network 2. The latter generates the frame corresponding to a prescribed communication protocol other than the X. 25. To the frame, the F and FCS fields are added in the HDLC system controller 24 and the frame is transmitted to the packet network 2.
