PAD ISSUING DEVICE AND METHOD THEREFOR

PROBLEM TO BE SOLVED: To provide a pad issuing device and method incapable of rewriting useful information such as a usable term to the slot of pad data by providing a protection function in a pad used for an intelligent pad. SOLUTION: This device is constituted of a WEB server 16 which can be accessed from the internet and a server extension program 18. The program 18 is constituted of an input/output part 22 transferring information sent from a user and a prepared pad, a managing part 24 for managing the issuing record of a pad, a pad preparing part 26 preparing the pad and setting user information from the part 24, a pad library 28 for a server for reading and rewriting all the information of the pad by a managing person, and a pad library 30 for user distribution.
