PROBLEM TO BE SOLVED: To automatically decide character data to be updated and to update them in updating the character data stored in a character data storage part with attribute imparted in advance. SOLUTION: This device is composed of a character data storage part 9a for storing character data with attribute imparted beforehand, a picture reading part 10 for reading picture data of a character from a sheet of paper on which the character is recorded, a character recognition part 1a for recognizing the character data included in the read picture data, an attribute decision part 1b which decides attribute of the recognized character data, imparts the attribute and stores them as reference data for updating the character data in a reference data storage part, a comparison part 1c for comparing whether the character data stored in the character data storage part coincide with the reference data stored in a reference data storage part 9e and an update part which receives the comparison result and updates character data which do not coincide with the reference data of the same attribute out of the character data stored in the character data storage part 9a as the character data to be updated into the reference data.
