PROBLEM TO BE SOLVED: To predict sediment/land slide or artificial structure/building collapse, etc., automatically and efficiently real-time. SOLUTION: An optical fiber sensor 1 which, comprising an optical fiber core wire 1a, is provided with fiber winding parts 31, at a plurality of points where the optical fiber core wire 1a is wound is provided in almost depth direction of a ground G for integration with the ground G. A distortion measuring device part comprising an optical pulse tester for supplying a measurement light to the optical fiber sensor 1 and a computer for controlling the optical pulse tester while data process is performed is provided. The light is made incident on the optical fiber sensor 1 from the optical pulse tester and then the presence of deviated Brillouin scattered light is detected from the frequency of the incident light, so that the optical fiber sensor 1 detects occurrence of extensional distortion from the dislocation of sediment and also detects which section between the fiber winding parts 31 of the optical fiber sensor 31 is experiencing the extensional distortion.
