PROBLEM TO BE SOLVED: To enable generation of cold heat and storage heat that are capable of improving a cycle efficiency and to resiliently supply cold heat in response to a load. SOLUTION: The thermal storage device comprises an ice maker Q by which cold heat by ice 12 and cold heat by chilled water 11 can be generated switchingly, an ice tank 24 storing ice 12 and a water tank 23 storing chilled water 11 that are generated in the ice maker Q and a small tank 9 that is provided in the path leading the chilled water 11 generated in the ice maker Q to the water tank 23 and that is formed smaller than the water tank 23 to store chilled water. The ice maker Q has a crasher 8 crashing ice and a perforated plate or a net 29 separating crashed ice crashed by the crasher 8 from chilled water accompanied with the crashed ice. The ice maker Q is any one of a direct expansion dynamic type, a liquid recirculation dynamic type, a turbo refrigerating machine utilizing type, or an indirect cooling dynamic type employing an antifreeze solution.
