PROBLEM TO BE SOLVED: To increase the degree of freedom of the creation and edition of tool path data. SOLUTION: Graphic data and machining information are created as tool path data by a tool path data creating part 38 based on external machining information and external CAD graphic data, link information is generated by a link information generation and extraction part 40, and the link information, graphic data, and machining information are stored in storage parts 42, 50, and 54 respectively, so that an image based upon the tool path data is displayed on the screen of a display part 48. At this time, when a command for newly creating specific elements of the graphic data is given, the link information relating to the specific elements is referred to and the machining information is read out, and the graphic data are created and edited through the processing of an editing part 44 and on the basis of new tool path data which are edited, an NC data conversion part 58 generates NC data.
