PROBLEM TO BE SOLVED: To manufacture the urban block of a no-car zone by intensively installing a condominium, an office building, a commercial building and a multistory parking space. SOLUTION: A plurality of plane reciprocation type multistory parking spaces 4 are mounted at mutually opposite places while the entering floors 10 of the multistory parking spaces 4 are set up on a first floor, leaving floors 22 are fitted to an underground section, the directions of approach of cars to each entering floor 10 are made to differ, and an orbital road 26 exclusive for the cars from these leaving ports and an underpass 28 for connection to the orbital road 26 and roads on the outside of the urban block 2 are installed to the underground section. A ground section is formed in an open space at the central section of the urban block 2 in the orbital road 26.
