PROBLEM TO BE SOLVED: To provide a regulator regulating water level between reservoirs capable of uniformly draining and storing water with respect to all terraces of a terraced type reservoirs. SOLUTION: Communicating pipe 5 having a high water level side reservoir 3 communicating with a low water level side reservoir 4 at close to their bottoms is provided on a weir 2 partitioning both reservoirs 3, 4. A water level regulating pipe 6, whose upper end is made vertically movable and which is either very flexible or expansible, is connected to the communicating pipe 5 in the low water level side reservoir 4 by having the lower end communicatively connected thereto, the upper end of the regulating pipe 6 mounted with a float 7, the upper end opening 6a protruding beyond the surface of the water by a specific height and positioned upward, and the relative difference of the position of the surface of the waster between the low water level side reservoir 4 and the high water level side reservoir 3 is maintained to be constant by the siphon action.
