PROBLEM TO BE SOLVED: To obtain a composition providing a set product which can protect against water leak even in the case of occurrence of cracks or crazes by compounding a surfactant with a highly water-absorbing polymer, a gelling agent therefor, and water. SOLUTION: There is provided a concrete or mortar composition prepared by mixing 1-30 wt.% water leak preventive with a concrete or a mortar. The water leak preventive is prepared by mixing 100 pts.wt. water with 0.01-10 pts.wt. surfactant, 0.01-10 pts.wt. highly water-absorbing polymer, 0.1-20 pts.wt. gelling agent therefor, and, optionally, 1-10 pts.wt. hydrophilic glue such as gelatin. The surfactant used is selected among anionic, cationic, nonionic, amphoteric, and like surfactants and is desirably, e.g. a biodegradable sodium fatty acid salt. The highly water-absorbing polymer is exemplified by polysodium (meth)acrylate, poly(meth)acrylamide, or alginic acid. The gelling agent used is exemplified by bentonite, montmorillonite, calcium acetate or aluminum sulfate.
