PROBLEM TO BE SOLVED: To easily register the item of mail as the item of a workflow or a workflow definition and to transfer the workflow item to the other workflow definition including the present workflow definition in the middle. SOLUTION: The flow pattern of mail is extracted from a mail transmission history storage part 110, workflow definition information stored in a workflow definition storage part 112 is referred to and the both are compared in a flow definition comparison part 120. A definition registration part 122 and an item registration part 124 register the flow pattern information of the mail as the item information of the designated workflow definition and register it as a new workflow definition. An extraction flow definition and a development flow definition pertinent to a mail flow are displayed from the workflow definitions defined beforehand, the displayed definition is selected and the flow pattern of the mail is registered in the workflow definition storage part 112 as the flow definition based on the selected flow definition.
