PROBLEM TO BE SOLVED: To provide a sound insulating structure of a building excellent in a sound insulating characteristic by covering a sound absorbing material with a high density sheet material, and installing the sound absorbing material on celing beams or floor joists by forming clearance between the lower story ceiling surface and the upper story floor surface. SOLUTION: In a sound absorbing material 1, one side surface and the side surface of a sound absorbing material main body 11 are covered with a high density sheet material 12. The sound absorbing material 1 is filled in a space between floor joists 2, 2, and the lug parts 121 are installed on the lower side of the floor joists 2 by nails 6. Clearance is respectively formed between the sound absorbing material 1 and a ceiling surface material 5 and between the sound absorbing material 1 and a floor surface material 3. Both side surfaces and the side surface of the sound absorbing material 1 may be covered with the high density sheet material 12, and the sound absorbing material main body 11 may be stuck to both side surfaces of the high density sheet material 12. The sound absorbing material 1 may be installed on ceiling beams, or may be installed by an adhesive. Thus, a sound absorbing characteristic is effectively utilized by an air layer of the clearance, and a structure excellent in a sound insulating characteristic can be formed by excellently cutting off a vibration sound and impact noise of the upper floor by the sheet material.
