PROBLEM TO BE SOLVED: To provide a levee having sufficient strength, capable of preventing immersion and leaching of water and which can be formed at low cost and its forming method. SOLUTION: It is formed of a lower mold 2 consisting of a bottom plate 21 and a pair of side plates 22 erected facing against both sides of it in the longitudinal direction, sediment 5 filled in the lower mold 2, a sheet 4 provided along an outer surface of the side plates 22 and a lower part of which is buried underground and an upper mold 3 provided with a top board 31 and side plates 32 on side edges in the longitudinal direction of it. Thereafter, the lower mold 2 is covered with the top board 31 of the upper mold 3, and the sheet 4 is held between the side plates 32 of the upper mold 3 and the side plates 22 of the lower mold 2.
