PROBLEM TO BE SOLVED: To provide a clock reproducing device capable of providing a clock for address reproducing even at the time of rotational speed transition where a linear velocity is greatly changed in CLV(constant linear velocity) control and an address reproducing device, regarding an optical disk where addresses are recorded by wobbling in a guiding groove for tracking. SOLUTION: A reference clock generator 4 outputs a clock (reference clock S2) generated based on a wobbling signal S1 and by a frequency having a specified ratio with its carrier frequency. A PLL circuit 9 is provided with a phase error difference detector 6, a loop filter 7 and a VCO 8. By locking the phase of a biphase clock S4 generated by the frequency division of the reference clock S2 carried out by the VCO 8 in the phase of a biphase signal S3 read from an optical disk, a clock synchronized with the biphase signal S3 is provided.
