PROBLEM TO BE SOLVED: To maintain access performance with the spare area of the same zone set as a switching destination without using the spare area of any other zones. SOLUTION: A rewritable optical recording medium is targeted. This optical recording medium is formed in such a manner that a recording surface is divided into a plurality of zones by keeping pitch intervals constant in a radial direction, a data area 68 and the spare area 70 of a defective sector are allocated to each zone, and a predetermined spare area total capacity is distributed as the capacity of the spare area 70 of each zone so as to set the spare ratio K=D1/D2 of the capacity D2 of the spare area 70 with respect to the capacity D1 of the data area 68 to be roughly equal among the zones.
