PROBLEM TO BE SOLVED: To obtain a hair cosmetic capable of providing hair with shine, dry feeling, smoothness and moist feeling and improving combing properties by including complex powder of organopolysiloxane. SOLUTION: This hair cosmetic comprises complex obtained by coating (A) a spherical silicone rubber cured material fine particle (preferably 0.1-100μm average particle diameter) with (B) a polyorganosilsesquioxane. Preferably the complex is complex powder obtained by subjecting an oil-based oil-in-water type emulsion containing a vinyl group-containing organopolysiloxane and an organohydrogenpolysiloxane to a curing reaction with a catalyst to give a water dispersion of the component A, adding an alkali substance or an alkali aqueous solution and (C) an organotrialkoxysilane to the water dispersion, hydrolyzing the component C, subjecting the hydrolyzate to a condensation curing reaction and drying to give the component A and coating the component with the component B.
