PROBLEM TO BE SOLVED: To make strength higher to handle easily and to improve wave absorbing characteristics by coating both or one side of the surface of carbon fiber paper with a resin. SOLUTION: Various kinds of methods are available to coat both or one side of the surface of carbon fiber paper with a resin. For example, when both sides of the surface of carbon fiber paper, there is a method of impregnating carbon fiber paper with a thermosetting resin to harden it. In this case, if liquid in which the thermosetting resin is diluted with solvent is used, the impregnation with the carbon fiber paper can be facilitated. If the liquid diluted with the solvent is used, it is preferable that the solvent is heated and removed before hardening the resin. By this method, a resistant film has proper strength and rigidity and is excellent in handling and working properties while it is light in weight. If the resistant film is buried in a dielectric body such as concrete or an epoxy resin in a wave absorbing body, it is not affected by the characteristic of the dielectric body and its electric characteristic is held.
