PROBLEM TO BE SOLVED: To grasp dynamic characteristics of a material at the time of operating an impact load under an ultra-high pressure condition by maintaining the ultra-high pressure condition in a pressure resistant container, and installing a test piece between an elastically supporting output bar and slidably passing input bar in the container. SOLUTION: An output bar 5 is contained in a pressure resistant container 1, and elastically supported onto a lower cover 4 via a Teflon damper 6. An input bar 7 is slidably passed through an upper cover 3, and inserted at its lower end into the container 1. When a pump 19 is operated to maintain the ultra-high pressure condition such as, for example, 10,000 atm in the container 1 and a dropping bar 21 is dropped on an input bar 17, an elastic stress wave is generated at the bar 17, and transmitted to the bar 5 via a test piece 10. In this case, loads and displacing speeds measured by strain gages 11, 12 are inputted to a strain recorder 17 via lead wires 14, 15. The recorder 17 detects the relationship between the stress of the piece 10 and the strain speed by one-dimensional propagation theory of the stress wave.
