PURPOSE: A transferring and receiving system is provided to transfer plural bit streams at the same time. CONSTITUTION: A transferring and receiving system comprises: application program encoders(11a¯11n) coding data of a service information; a transport encoder(13) generating the coded data as a block unit; a packet generator(155) generating the block unit to a packet; a Vertical Blank Inserter(VBI) inserting apparatus(19) inserting the packet to a vertical retrace line interval of a video signal; a transferring apparatus transferring the packet inserted video signal; a VBI decoder receiving the signal transferred from the transferring apparatus for extracting the packet inserted to the vertical retrace line interval; a data link decoder extracting a data block packet form the extracted packet; a data block generator assembling the received packet for generating as block data; and a receiving apparatus including an application program decoder decoding the decoded block data.
