PURPOSE: An internet connecting control device is provided to improve the telecommunication processing speed by generating and transmitting an ARP response packet according to bus system information and an IP-address. CONSTITUTION: The internet connecting control device comprises: a PHY layer(25) for transmitting and receiving a data to other devices; and a link layer(24) that generates and outputs the ARP response packet using the pre stored inner memory information when it's IP address is the same as the IP address that is detected from a ARP request packet for connecting the internet received from the PHY layer.
