PURPOSE: A device and a method are provided to be able to transmit and to receive a data between a switching board and an operator matching system by a LAN. CONSTITUTION: The data transmitting and receiving device comprises: a LAN matching management system(130) to connect an operator matching management system(150) and an operator matching system(110) of a switch board connected with LAN. Herein the operator matching system(110) transmits the command such as the MMC(Man Machine Communication) to the LAN matching management system(130) by receiving from an operator. Also, the LAN matching management system(130) contains; a receiving manager(132) to receive a command from the operator matching system(110), and a transmitting manager(134).
