PROBLEM TO BE SOLVED: To provide a combustion controller which eliminates shortage of steam as caused by a delay in the start of combustion in a boiler adapted to perform a prepurging prior to the start of the combustion. SOLUTION: In a boiler which has a pressure detector 1, a blower 2 and an air quantity adjusting means 5 and is controlled to perform a combustion when a steam pressure value detected by the pressure detector 1 comes under a combustion start pressure, an output is produced to start the operation of the blower 2 before the steam pressure value reaches the combustion start pressure to implement an advanced prepurging taken ahead of the combustion duly needed. After the end of a set time of prepurging, an output is produced to the air quantity adjusting means 5 to change the amount of air into a furnace to the amount of air required for ignition less than the amount of prepurged air. An output timed for ignition is produced instantly when the steam pressure reaches the combustion start pressure to accomplish a control for starting the combustion of the boiler.
