PROBLEM TO BE SOLVED: To inexpensively and stably produce electrolytic water by installing an impeller rotated by a water flow in a raw water supply path and driving a pump whose driving shaft is connected with the rotary shaft of the impeller. SOLUTION: By the supply of raw water, an impeller 2 in a raw water supply path 1 is rotated by a water flow in proportion to a flow rate, its rotary shaft drives a pump 4 by its driving shaft which is connected directly or through a gear box 3, and brine in an additive liquid tank 8 and others are supplied to an addition port 10. The brine and others are mixed in the port 10, and the mixture is supplied to an electrolytic bath to be electrolyzed. As for electrolytic water, acidic water and alkaline water are discharged separately from discharge openings 11, 12. Since the raw water is mixed with chlorides such as brine, the acidic water produced on the anode side of the electrolytic bath 9 contains a considerable amount of hypochlorous acid to increase a sterilization capacity. In this way, a driving source such as motor is unnecessary, and the concentration of the mixed solution to be supplied to the electrolytic bath 9 is constant even when the flow rate of raw water changes.
