PROBLEM TO BE SOLVED: To ensure a skin beautifying effect by making an implement performable both of skin heating and cooling functions with a single head structure, improve the usability and make the implement small-sized and lightweight by changing the polarity of the direct current to be supplied from a power source to a thermoelectric cooling module built in a head coming into contact with the skin by a switching circuit. SOLUTION: A metallic head member 2 which comes directly into contact with the skin, is fitted to a front end opening of a case 1, an air fan 3 for sucking and discharging the outside air through a number of air holes 18, 19 is mounted in the rear surface part of the head member, a radiation fin 4, a thermoelectric cooling module 5 and a metallic heat collection plate 6 are successively mounted on its front surface part, and these are closely contacted with one another by the heat conductive silicone oil 7. An operation part 15 comprising the cooling side and heating side selection switches 12, 13 or the like is mounted on a grip part 11 of the case 1, and an electric circuit part 16 comprising a function for switching the polarity of the thermoelectric cooling module 5 to the cooling side and the heating side in accompany with the operation of the switches 12, 13 is mounted inside the operation part 15.
