PURPOSE: A composition of a transparent exterior, an excellent storing stability, and a transparent aqueous solution is provided to maintain an emulsification. CONSTITUTION: A composition for maintaining an emulsification is composed of: 2-40 wt% of imidazoline type quaternary ammonium salt; 0.2-20 wt% of mono-alkyl chained quaternary ammonium salt; 4-40 wt% of solubilizer; 1-15 wt% of poly-oxy-ethylene alkyl ether; and 1-15 wt% of liquid paraffin. Herein, the mono-alkyl chained quaternary ammonium salt is represented as a chemical function of (R-N(CH3)2-R¬1)X and the solubilizer is selected from an ethanol, a propanol, an ethylene glycol, a propylene glycol, an isopropyl alcohol, a dipropylene glycol, a 2-methyl-1,3-propanediol, a hexylene glycol, a diethylene glycol mono-butyl ether, or a propylene carbonic acid salt.
