PURPOSE: A method of forming a fluorescent film is provided to increase an amount of adhesion of a fluorescent material and form a fluorescent surface of high precision irrespective of surrounding effect. CONSTITUTION: The method comprises the steps of forming a dot-typed or stripe-typed back matrix; coating photoregist on an upper surface of a panel in which the black matrix is formed and selectively exposing the surface to supply adhesiveness to an exposed portion; applying voltage to a photoresist portion to which the adhesiveness is supplied; and charging fluorescent powder; and injecting charged fluorescent powder to adhere to the photoresist portion to which the voltage is applied.
