The valve comprises a housing having a hollow interior and two passages in fluid communication with the hollow interior. A valve closure device has first and second ends, the valve closure comprising a paddle rotatively mounted in the hollow interior about an axis which intersects the first and second ends. A controller selectively rotates the valve closure between a first position where the ends block the first and second passages and a second position where the first and second ends do not block the passages. At least one permanent magnet is situated to attract the valve closure device to one of the first and second positions. An electromagnet has a stronger magnetic field than the permanent magnet situated to attract the value closure device to the other one of the first and second positions.
