PROBLEM TO BE SOLVED: To dispense with a dehumidifier and reduce exhaust gas flow passing through an ozonolysis device by splitting the exhaust gas of a reactor tank, and supplying it to an ozonizer instead of the atmosphere. SOLUTION: Exhaust gas from a reactor tank 2 is split at a flow passage branched part 9, and ozone gas is supplied again to the reactor tank 2 through an ozonizer 8. Because gas to be measured introduced to the reactor tank 2 is dehumidified by a pretreatment part 4, the gas in the tank is replaced with the dehumidified gas to be measured with the lapse of time. Consequently, the gas exhausted from the reactor tank 2 becomes low humidity with the lapse of time, and when it reaches the steady state, gas stabilized in a low humidity value is supplied to the ozonizer 8 and ozone is supplied to the reactor tank 2 by a normal generating effect. Further, because the exhaust gas of the reactor tank 2 is supplied to the ozonizer 8 instead of the atmosphere, a dehumidifier becomes dispensable, and because the exhaust gas flow of the reactor tank 2 to be the load of an ozonelysis device 7 becomes under about 1/4, deteriorating speed of the ozonelysis device 7 is reduced to make the maintenance control easy.
