摘要 PROBLEM TO BE SOLVED: To establish a communication line, which is not affected by any artificial construction or plant, with a moving object or fixed station inside the construction surrounded with high-rise buildings, to efficiently perform image transmission from the moving object, the automatic charging of public utility rates or mountainous disaster rescue, while using his communication line and to compose a system of much less satellites to provide inexpensive satellite services. SOLUTION: Six orbit elements 11, 12, 13, 14, 15 and 16 are determined with the geographical conditions of a service object area (step 3), required service time (step 2) and the allowable range of elevation angle, capable of watching an artificial satellite from the service object area (step 1) as input conditions, and plural elliptic orbits with long time for the artificial satellite to stay in the direction of the zenith are combined corresponding to the six determined orbit elements, and satellite communication is performed, while using a satellite group constituted by arranging one or more satellites appropriately on that orbit.
