PROBLEM TO BE SOLVED: To obtain more excellent performance by making the thickness of a high dielectric film and the thickness of plate-shaped oxide particles approximately equal. SOLUTION: A high dielectric film is constituted with the plate-shaped metal oxide particles having the dielectric constant and a heat-sensitive binder as the essential components. In this case, the high dielectric film 1 has the constitution wherein the plate-shaped metal oxide particles 2 having the high dielectric constant are dispersed in a heat sensitive inverter 3. A film thickness (a) of the high dielectric film 1 is constituted equal to a plate thickness (t) of the plate-shaped metal oxide particles 2. Furthermore, as the metal oxide having the high dielectric constant, the material having the main component of the perovskite expressed by the expression A1-xBxCO3 (A and B are one kind selected among Ba, Sr and Pb, C is Ti or Zr and x is 0-1) is used. It is recommendable that the dielectric constant is 500 or more at the room temperature.
