PROBLEM TO BE SOLVED: To obtain a device capable of measuring the distance from the tip of a tree below the electric power line while having the self propelled vehicle which moves along the overhead ground wire run at a constant speed. SOLUTION: The self propelled vehicle moves while sandwiching an overhead ground wire 1 between running rollers 20, 21 and a lower roller 25. In this self propelled vehicle, driving transmission means is provided for the running roller 20 so that it runs at a constant speed without being affected by the inclination angle of the overhead ground wire. Further, a measurement device 17 is supported via a supporting shaft member 16 as a universal joint to the self propelled vehicle, which allows the measurement device to measure the distance from a tree or other object below the enables the electric power line while having the self propelled vehicle run.
