PROBLEM TO BE SOLVED: To obtain an ATM communication network as a high speed data packet network, through which packets are transmitted with less overhead at a high speed by varying the length of packets according to an information amount and writing packet length information to each header of the packets. SOLUTION: This communication network is provided with exchanges 2-4, that are means for setting virtual connection from a user terminal 1 of a sender user to a receiver side user according to a request of the user terminal 1. The user terminal 1 transmits packets with a connection identifier provided to them to the receiver side user. The user terminal 1 varies packet length according to the information amount and writes packet length information to each header of the packets and the exchanges 2-4 transfer the packets according to the connection identifiers. That is, the connection is set up in advance for improving enhance the security for the transfer of the packets. Furthermore, the ATM exchanges for applying exchange connection to variable length packets are configured simply.
