PROBLEM TO BE SOLVED: To provide a method and device for code conversion which can convert data fast by enabling data conversion between codes of different formats. SOLUTION: A spectrum signal obtained by decoding a 1st code sequence, whis is obtained by encoding a spectrum-converted spectrum signal after a time-series information signal is divided into a 1st band group, is inputted to reverse spectrum converting circuits 1721 to 1724. Signals of two high-frequency bands are put together by a band composing filter 1725 and sent by a forward spectrum converting circuit 1726; and signals from the reverse spectrum converting circuits 1723 and 1724 are sent to a forward spectrum converting circuits 1726 divided into a 2nd band group, and converted to a spectrum signal in spectrum converted form. A band composed of a filter 1725 reconverts part of the spectrum signal to a thinned-out time-series signal, which is converted to a low-frequency side spectrum signal in the high-frequency band, and the converted spectrum signal is encoded into a 2nd code sequence.
