PROBLEM TO BE SOLVED: To provide a circuit breaker interrupting and connecting device having the capability of being installed so as to correspond to an existing breaker, ensuring high safety for the advance of a mechanism part only at the time of breaker connecting and interrupting operations, allowing the easy manual operation or change of the breaker, and further allowing the application of automation and a remote operation. SOLUTION: A moving support 5 is provided on a base body installed near a circuit breaker, so as to be capable of reciprocating motion. An arm operation body 6 made of a forward pressing piece 7, a rear pressing piece 12 and an interlocking link 16 is mounted on the forward end of the moving support 5. Also, a lock bar 19 connected to and disconnected from the rear pressing piece 12 for restricting the rotation thereof is journalled to the moving support 5, and the base body 1 is fitted with a start roller 26 for causing the lock bar 19 to be disconnected from the rear pressing piece 12 when the moving support 5 retreats to a preset position.
