PROBLEM TO BE SOLVED: To reduce worker's physical burden and prevent an insulation cylinder provided at a cable terminal from being flawed when the cable terminal is removed from a bushing. SOLUTION: A pulling out device H1 is provided with a mounting member 1 and a hydraulic actuator 2. The mounting member 1 is provided with mounting bodies 10, 10a connected through a hinge and a fixing metal fitting 11 fixing it in a closed condition. A latching member 101 which protrudes inward and is inserted into a clearance between an insulation cylinder and a flange part is provided in an upper fringe part of the mounting bodies 10, 10a. A hydraulic cylinder 27 operating due to a pressure of a hydraulic pump 20 is provided in side parts of the mounting bodies 10, 10a. The hydraulic cylinder 27 has an expansible expansion rod 270.
