PROBLEM TO BE SOLVED: To provide an underlaying mat for preventing scattering of granular materials (cat sand) charged in a toilet for a pet around the toilet after excretion of the pet. SOLUTION: This underlaying mat is composed of the surface layer made of a nonwoven cloth and an inside face layer, and a toilet for a pet is provided on the surface of the nonwoven cloth. In the underlaying mat, undulations are formed in at least surrounding part of the surface of the nonwoven cloth. When the underlaying mat 1 of a toilet 10 for a pet is used while laying under the toilet 10 for a pet, scattering of the granular materials 11 coming out to the outside of the toilet 10 can be prevented. After the excretion, an effect wiping the sole of a foot of the pet contaminated with excrement off is also imparted.
